    Position Overview

    The Census Bureau has free parking, which can save you $150+/month and is metro accessible. It is conveniently located for those living in MD, DC, and VA as it is a reverse commute for most people (traffic going the other direction). It is also a great opportunity to work on a project that helps facilitate activities for the 2020 Census.

    Responsibilities

    E3 is seeking a Senior Program Manager to support a future opportunity at the US Census Bureau.

    Job duties to include but not limited to:

    • Overseeing contract deliverables and staff
    • Tracking funding, expenditures, balances, and overall funding status along with projecting burn rates through appropriate periods of performance
    • Working with government leadership to secure funding for contract
    • Reviewing monthly invoices and develop monthly status reports
    • Serving as point of contact for contracting/PMO staff work assignments
    • Tracking Census portfolio funding, projecting needs and variances
    • Assisting on monthly financial reports and reporting of findings
    • Assisting in the creation of contract related documentation
    • Assisting in the formulation, coordination, facilitation, administration, and evaluation of contracts, as directed by the COR
    • Evaluating and/or monitor project/program performance and advise government personnel of the necessity for amendments or extensions of contracts and compliance with contractual obligations
    • Providing recommendations regarding communication of solicitation planning, status, and results to stakeholders

    Required Qualifications

    • 10+ years of consulting experience with progressively increased responsibilities
    • Previous experience managing 10+ people
    • Excellent written, presentation and verbal communication skills
    • Ability to closely coordinate contract administration with internal and external stakeholders
    • Knowledge of Federal contracting regulations and acquisition administration in a Federal environment
    • PMO work experience and knowledge of program management best practices 
    • Bachelor's degree required

    • Master's degree preferred
