    Position Overview

    We are looking for a Technical Program Manager to lead a significant scope of work within the DHS Countering Weapons of Mass Destruction (CWMD) Directorate which includes the Domestic Nuclear Detection Office, the Office of Health Affairs, and the BioWatch Program Office.


    • Leading a team of engineers, scientists, technical experts, and program management professionals that analyze, design, develop, integrate, train, test, document, implement, and maintain complex systems from E3 and other teaming partners.
    • Managing multiple contracts of various sizes and customers simultaneously, including direction of corporate resources.
    • Developing and executing complex business development and capture strategies in this mission space.
    • Interacting and maintaining collaborative relationships with major stakeholders (e.g., DHS components, government labs, academia, and industry.
    • Assisting in the oversight of existing and potential new technical projects, including the identification of risks and formulating mitigation strategies.
    • Reviewing and coordinating concepts and requirements for potential projects, including current and emerging technologies.

    Required Qualifications

    • Minimum 12 years of experience managing teams executing complex systems engineering, technical, and/or scientific efforts within the homeland security or defense enterprise
    • Minimum 5 years of direct supervision of technical personnel involved in life-cycle management support of complex systems.
    • Minimum two years of experience building capture plans and successfully winning new competitively award work in the Department of Homeland Security. 
    • Bachelor’s or master’s degree in a recognized engineering, scientific, technical, or related discipline
    • Ability to manage a large team with multiple subcontractors
    • Excellent written and oral communication skills
    • Experience working in a fast-paced, analytical environment
    • Travel may be required, sometimes on short notice
    • Must be able to obtain and maintain a DHS Suitability clearance
    • Must possess an active and current Secret clearance

    Preferred Qualifications

    • Four years of experience within DHS
    • Two years of experience in DNDO, OHA, BioWatch, the Science and Technology Directorate or similar Federal organization
