E3 is looking for an International Cooperation (IC) Analyst to work in Arlington, VA. Duties Include:
Writecountry papers that address science and technology capabilities within specified countries (especially NATO, DTTI, and TTCP member nations) and other countries offering potential opportunities for future engagement, as well as delineating the relationship between that country's science and technology community and the United States.
Providecoordination with the ICD USO (A&S) on the development of Memorandum of Understanding (MOU), Project Arrangements, and Designated Disclosure Authority Letters (DDL);provide support for exchanging information, drafting project arrangements, and equipment material transfer agreements on the International Cooperation policies and procedures matters for U.S.delegate.
Identify science and technology being conducted in the Department of Defense and its partners that may have application to other Departments and Agencies of theU.S. Government; identify areas within the acquisition processes, JCJDS and PPBE where technology transition could occur without causing major perturbations to ongoing efforts and programs of record.
Create and manage international engagement planning and schedules across existing NATO and DTTI agreements as well as beneficial future engagements with other international partners, including potential priority engagements; Coordinate, synchronize, and enhance the DTTI effort and multilateral initiatives, which includes U.S.-India defense cooperation and other U.S. -Asia/Pacific region initiatives, undertaken by the OUSD(R&E)and the ICDOUSD (AT&L)aswell other key stakeholders in the U.S. Department of Defense.
Study, analyze, and make recommendations for trilateral cooperation with Japan and Australia including the activities of the US-Japan Systems and Technology Forum (S&TF) and the Australia- U.S. Ministerial (AUSMIN) Defense Acquisition Committee (ADAC); facilitate interagency and multilateral agreements between the Government and governmental and non-governmental agencies in the Asia-Pacific region;serve as a liaison between members ofOUSD (R&E) and international representatives including-but is not limitedto-------Indiancontacts associated with the DTTI as well foreign nationals involved in Japan and Australiaefforts.
A minimum of five (5) years’recent and relevantexperience
A bachelor’s degree from an accredited college or university in science, technology, engineering, or mathematics.At the discretion of the Government, specialized experience which includes military experience may be substituted in lieu of specific educational requirements
Working knowledge of international armaments cooperation and DoD science and technology is highly preferred.
Knowledge of DoD PPBE process and DoD organization and structure is preferred
