    Position Overview

    Our client is striving to be more cost efficient, and thereby more effective, in delivering IT services to all customers and stakeholders.


    To achieve this objective, they are mapping all IT costs across the organization to the Business Relationship Management (BRM) tool. This mapping of costs to IT services using BRM and aligning to the Technology Business Management (TBM) Taxonomy will allow the organization to assign total cost of ownership for all IT costs. Specifically, it will allow for the assignment of total cost of ownership for technical development and maintenance of enterprise services and products, investments, as well as the associated unit cost. This should ultimately improve the quality of enterprise IT services and improve accuracy of cost estimates when providing them via the BRM and aligned to the TBM Taxonomy.


    Furthermore, by mapping all the IT costs to the BRM, the client will be able to identify enterprise cost efficiencies throughout the organization and allow for the understanding of the enterprise IT costs. By mapping all the IT costs to the TBM Taxonomy, it will be feasible to compare costs of delivering IT services to industry standards and thereby make more effective determinations regarding the most efficient method of delivering IT services.


    The cornerstone of IT cost alignment to the BRM and TBM taxonomy is ensuring that there is communication and coordination across all IT in the organization to ensure consistent business rules are applied to the agreed upon technical framework.


    This effort will focus on creating a methodology and executing against that framework to assign costs the BRM, TMB, IT services, and IT projects. This will allow IT to be based upon data-driven decisions and also to understand the business value it provides to support the mission.


    E3 is looking for a Management Consultant to support an opportunity within the Department of Commerce.


    Job duties to include but not limited to:

    • Develop and maintain cost models as required
    • Develop and maintain cost estimation tools as required
    • Compare estimates against government and industry leading practices
    • Assist in the formulation of Cost Benefit Analyses
    • Develop briefing packages for program reviews for current and budget year status
    • Review and analyze program office budget requests for consistency with management guidance
    • Interpret and assess the impact of updates to budget requests
    • Assist with development of life cycle Program Office Estimates (POE) for all major IT investments
    • Assist in the formulation of IT budget based upon POE
    • Assist with formulation of re-usable pricing model and charge-back model that support cost recovery efforts IT services across USCB
    • Assist in data collection, data tracking, and document production by developing and producing IT service costs reports, graphs, and charts
    • Assist with IT budget formulation and execution to include all phases of the budget
    • Prepare templates to include detailed data for each IT service, including usage, metrics, and trends

    Required Qualifications

    • 5+ years of consulting experience
    • Advanced MS Excel skills (Macros, Pivot tables, etc)
    • Experience with Cost Model development/maintenance
    • Excellent written, presentation and verbal communication skills
    • BS degree or above

    Preferred Qualifications

    • Certified Government Financial Manager (CGFM) or Certified Cost Estimator certificate
