    Position Overview

    E3 Federal Solutions is seeking a Senior IT Engineer to join the Department of Homeland Security (DHS) Enterprise System Security Division (ESSD) Enterprise Identity Management Office (EIMO) Homeland Security Presidential Directive 12 (HSPD-12) Program Management and Card Support Services program Technical Management Team. This position reports to the Technical Management Branch Manager to provide Information Technology (IT) engineer support in the planning, implementing, managing, tracking, and testing of Technical Management Team projects.

    Responsibilities

    • Perform operational feasibility by evaluating requirements, performing analysis and providing options and alternatives for solution development
    • Develop engineering artifacts such as Use Cases, Data Models, Interface Specifications and Interface Control Documents, and Sequence Diagrams, as well as System Development Lifecycle Documentation
    • Provide IV&V of government procured solutions to include but not limited to: Identity Management, Database, Workflow, Credentialing, Reports Management, Enterprise Service Bus, PACS and Biometric solutions
    • Assist with the development, definition, and performance monitoring of functional, integration, and interface testing
    • Support requirements development and management
    • Develop, document, and manage program interface requirements
    • Assist with the establishment of the test environment to validate solutions and concepts prepared during analysis
    • Interface with program and vendor staff

    Required Qualifications

    • Must be able to pass government background investigations and maintain DHS suitability
    • BA/BS degree is required
    • Minimum of ten (10) years’ experience
    • Develop engineering artifacts such as Use Cases, Data Models, Interface Specifications
    • Perform operational feasibility

    Preferred Qualifications

    • Experience with Microsoft SharePoint and Microsoft Project is a plus
    • Experience with JIRA is a plus
    • Preferred familiarity working in/with one or more of the following systems:
      • Familiarity with BPMN, UML, NIEM, TOGAF, FEA, DODAF, SAML, PKI, HSPD-12 and ICAM solutions and technologies
      • Physical access control systems (PACS),
      • Logical access control systems (LACS),
      • Identity, Credential, & Access Management (ICAM),
      • Federal Identity, Credential, and Access Management (FICAM)
      • Homeland Security Presidential Directive 12 (HSPD-12)
