    Position Overview

    E3 Federal Solutions seeks a Communications Specialist Subject Matter Expert to support the Washington Headquarters Services (WHS) Facilities Service Division (FSD) Federal Facilities Directorate (FFD) Emergency Management Office (EMO) in developing and exercising their Continuity of Operations Plan.

     

    The successful candidate will oversee the execution of a single task order, to include the following regular work responsibilities:

    Responsibilities

     

    • Provides technical/functional management direction for problem definition, analysis, and requirements development and implementation in the subject matter area of communications strategy.
    • Provides recommendations and advice on strategy, analytical approach, improvements, optimization, strategic objectives, and maintenance in the area of expertise of communications strategy.
    • Performs complex tasks, analyzes information flows, designs and performs special studies, training plans, training curriculums, and reports that result in improving the overall operational and communications effectiveness.
    • Is the SME/Administrator for SharePoint and analyzes and maintains SharePoint knowledge base library.

    Required Qualifications

    • CLEARANCE: SECRET
    • Bachelor’s Degree from an accredited college
    • Specific knowledge of Emergency Support Functions and emergency response roles.
    • General knowledge of National Incident Management System (NIMS) procedures, especially Incident Command System (ICS) command and general staff functions and emergency response roles.
    • General knowledge of techniques used in collecting, analyzing, prioritizing, and summarizing open source and classified information.
    • Ability to communicate effectively orally and in writing.
    • Ability to compile and write grammatically competent arid accurate reports in compliance with established format, and with attention to detail.

    Preferred Qualifications

    • Familiarity with DoD Continuity of Operations (COOP) process
    • Proven ability to create and execute Strategic Communication plans
    • Ability to create SOPs and CONOPS
