    Position Overview

    E3 Federal Solutions seeks a IT Program Manager to support the Department of Transportation providing IT program management related support services to Office of the Chief Information Officers

    Responsibilities

     

     The successful candidate will oversee the execution of single or multiple task orders, to include the following regular work responsibilities:

     

    • Supports the ongoing execution and alignment of SDLC processes across the OCIO office methodologies (waterfall, agile, and incremental)
    • Applies project management expertise and best practices/tools to define and support the governance of:


    • Scope Management
    • Schedule Management
    • Cost Management
    • Resource Management
    • Issue/Risk Management
    • Procurement Management
    • Communications Management
    • Change Management
    • Quality Management

    • Ensures on-time and on-budget delivery of projects through the organizing, developing, and routinely forecasting project plans and artifacts
    • Change Leadership – Manages any and all change requests and enhancements to ensure adoption of change. Builds strong partnerships and communication plans with all project stakeholders and project team members to be able to coach projects to a strong steady state.
    • Provide consistent, concise, relevant, reliable and timely information to all appropriate internal and external audiences/stakeholders through a variety of media
    • Frame message in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience
    • Seek input from audience; confirm checks understanding; presents message in different ways to enhance understanding
    • Follows established policies, procedures, and/or methodologies as required for project management.
    • Previous project leadership and execution, including initiatives with technology, processes, cross-functional teams and external partner team members
    • Experience with cross-functional teams that include third party expertise. Aptitude to build strategic and execution- focused plans and alliances with partner leadership
    • Demonstrated ability to apply Project Management industry best practice processes and tools regarding effective management of projects, including, but not limited to, scope, schedule, cost, risk, resource, and issue management

    Required Qualifications

    • BA/BS degree is required 
    • Ability to obtain and maintain a public trust clearance
    • A minimum of 4 years of experience in performing directly related project management work
    • Possess a proven experience developing and maintaining working relationships with high level officials and technical experts
    • Ability to conduct analytic assessments of work plans and progress reports and identify strengths and weaknesses
    • Excellent written and oral communication skills
    • Familiar with Microsoft Office Suite -  PowerPoint, Project, Excel, and Word
    • Experience with project management, scheduling, and risk management/mitigation
    • Experience with solving difficult issues related to project funding and scheduling
    • Strong knowledge of project management activities, procedures, processes and Clear understanding of the Systems Development Life Cycle

    Preferred Qualifications

    • Knowledge of Department of Transportation operations, processes and procedure
    • ITIL, CSM, SAFe knowledge is highly value
