    Position Overview

    E3 Federal Solutions is seeking a Test and Evaluation Engineer to join the Department of Homeland Security (DHS) Homeland Security Presidential Directive 12 (HSPD-12) Technical Management Team.  This position reports to the Technical Management Team Lead to provide Test and Evaluation (T&E) support for Information Technology (IT) software/system T&E planning, design/development, execution, data collection, analysis, and results communication for HSPD-12 IT systems.

     

    The successful candidate must have exceptional technical writing skills to ensure production of high-quality T&E artifacts.  Candidate must have the ability to understand both End User and Technical Subject Matter Expert needs and be able to clearly translate these into well-written supporting documentation.  The successful candidate will work well independently, as well as within a team, and possess a well-developed combination of analytical, communication, and interpersonal skills.  Must be able to pass a government background check (Public Trust).

     

    As a member of the Technical Management Team, the candidate will execute and maintain the standards of project management and processes in accordance with Project Management Institute (PMI), DHS System Engineering Lifecycle (DHS-SELC) implementation, and System Development Lifecycle (SDLC) processes.

    Responsibilities

    • Interface with software developers and other technical team members to review system requirements and construct effective test strategies
    • Work with partners, developers, and vendors to specify and validate key functionalities, as well as validate requirements against developed software/systems
    • Develop and execute test plans, procedures, and test cases covering integration, functional, interface, performance, regression, and acceptance testing requirements
    • Create traceability between the Requirements Traceability Matrix and test scenarios; ensure that all the development objectives are met and that the solution works as expected with focus on functionality, performance, reliability, stability and compatibility with other legacy and/or external systems
    • Identify test requirements from specifications, map test case requirements, and design test coverage plans
    • Support Waterfall, Iterative, and/or Agile methodologies in development of Integrated Master Schedules (IMS) for Test and Evaluation events
    • Lead program support staff during project testing efforts including systems, functional, regression, integration & performance testing
    • Ensure that validated deliverables meet functional and design specifications and requirements; identify and escalate any potential quality issues
    • Isolate, replicate, and report defects; verify defect fixes
    • Create test reports that detail all activities conducted during the testing period and a detailed summary of all test results; prepare test reports outlining test procedures used, data and results obtained, conclusions, and pertinent recommendations and suggestions relative to the acceptability or application of item/system tested
    • Lead and participate in Test Working Groups, Integrated Test Teams, Test Events (contractor/government site), Design Reviews (PDR & CDR), Specification Reviews (SRRs), and Program Management Reviews (PMRs)
    • Review and assess contractor submitted documents (e.g., milestone schedules, test reports, Master Plans, and Integrated Master Schedules) to determine their accuracy and report inconsistencies
    • Design and implement Test and Evaluation Strategies (TES) and/or Test and Evaluation Master Plans
    • Manage testing, diagnostics, and reporting of inoperable PIV cards as required
    • Support 508 compliance testing and management
    • Develop, review, and approve plans, schedules, and other technical documentation
    • Draft correspondence, reports, minutes, spreadsheets, communications, and other documents
    • Perform quality control activities on project deliverables, and weekly project reporting

    Required Qualifications

    • 8 plus years (IT or relevant field) experience
    • US Citizenship Required to obtain Suitability Clearance
    • BA/BS Technical degree or related field
    • Experience developing test plans for different levels of test (Unit, Integration, Performance, UI, GAT, etc) across a platform and how to best apply the different types of tests
    • Experience with planning, developing, implementing, testing, documenting, and maintaining solutions for the integration and testing of custom developed and COTS/GOTS components, elements, subsystems and/or systems
    • Experience in the design and implementation of reusable engineering processes, test cases, test scripts, test plans, test scenarios, and test data with a keen understanding of test case traceability back to top level requirements
    • Experience with leading and participating in witnessed acceptance testing events
    • Clear communicator (written and verbal) to ensure ability to write test plans and test cases; to communicate bugs to technical and non-technical audience
    • Proficiency with Microsoft Office applications, such as MS Project

    Preferred Qualifications

    • Maintain and track action items; Experience with JIRA is a plus.
    • Familiarity with Homeland Security Presidential Directive 12 (HSPD-12); Federal Information Processing Standards (FIPS) 201-1; Personal Identity Verification (PIV); and/or Identity and Credential Management (ICAM) is a plus.
