    Position Overview

    E3 is interviewing for an on-site Engineering Technician to support the Department of Defense Naval Facilities Engineering Command, serving in the role of Owner's Agent.  The ideal candidate will have technical and practical knowledge and experience as an engineering technican, superintendent or quality control / quality assusance manager or representative, and is expected to plan and carry out the work independently, coordinate with others as required, and resolve problems as they occur.  They have a sound understanding of engineering concepts, principles and practices applicable to the full range of engineering technician duties or to the specific discipline identified (civil, mechanical, electrical, or environmental) concerned with the design, layout, and supervision of construction operations.  He/she should be able to utilize guidelines for agency design and construction standards, civil engineering and related standards, established procedures and policy statement and the guidance of the supervisor, and be able to perform the following types of tasks:


    • Serve as the Government representative on-site providing overall Quality Assurance and Safety oversight for several on-site construction contractors.  Responsibilities fall in project creation, project execution and project closeout.  
    • Review and comment on plans and specifications throughout the construction timeline to include initial design and modifications.
    • Resolve problems not involving changes to contract value or duration and provide recommendations to the Government for any issues that may affect the contract value or duration.
    • Provide technical assistance in answering Requests for Information (RFI) and administer technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer)
    • Monitor the closeout process including punch list preparation and completion, testing and start-up of major systems, and final acceptance of all systems to include overseeing fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems.
    • Review and monitor contract schedule and compliance to plans and specifications. Provide recurring reports to document project status.

    Required Qualifications

    • SECRET Clearance
    • Extensive technical and practical knowledge, and experience as an engineering or architectural technician required.
    • Ability to perform routine, outside physical work involving abilities such as agility and dexterity.
    • Knowledge of the Construction Quality Management (CQM) process
    • Demonstrated ability to monitor construction projects to a successful and timely completion.
    • Demonstrated knowledge of Oracle Primavera P6 scheduling software and/or other construction scheduling software packages.
    • Knowledge of safety and occupational health principals as identified in the EM385 1-1.
    • Record of completion of OSHA 30-hour Construction Course

    Preferred Qualifications

    • USACE Construction Quality Management for Contractor's course

    • Familiarity with ieFACMAN, Maximo, and other Navy database systems

    • Prior NAVFAC construction project experience.

    • Understanding of NAVFAC construction and reporting policies
