    Position Overview

    E3 is interviewing for an on-site Construction Manager to support the Department of Defense Naval Facilities Engineering Command, serving in the role of Owner's Agent.   The ideal candidate for this position will have NAVFAC specific experience managing large construction project, be able to work independently while providing support to the Government client, and be able to perform the following types of tasks:

    Responsibilities

    • Serve as the on-site liaison with the construction contractor, ensuring compliance with all contractual designs and specifications.
    • Primary work focuses on new Military Construction Projects involving multiple trades.
    • Work closely with Engineering Technician team to ensure compliance with plans and specifications.
    • Review and recommend approval of construction related plans and submittals to include Quality Control Plans, Safety Plans, and technical system submissions.
    • Ensure on-site compliance with safety requirements to include validating daily safety stand-ups are conducted.
    • Conduct project site visits to assess actual conditions and provide design recommendations.
    • Review and monitor overall project progress compared to approved schedule and analyze overall schedule to ensure compliance with contract terms.
    • Assist in resolving problems during construction to include assessing proposed technical solution and developing required contractual documentation (SOW, IGE, Contract Modifications) to support the Governments negotiation position
    • Be able to draft and respond to Requests for Information as well as liaison between the design and construction contractor firms to ensure full understanding of requirements.
    • Conduct recurring progress meeting amongst numerous stakeholders
    • Resolve problems that arise, not involving changes to the contract terms
    • Review accuracy of contractor invoices
    • Enforce approved Quality Control Program and ensure all applicable documentation is filed in accordance with DoD standards.
    • Manage and ensure all facility testing, training and closeout procedures are satisfactorily completed.
    • Submit required reporting into Government directed systems.
    • Participate in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems.

    Required Qualifications

    • Bachelor’s in Engineering, Architecture, Construction Management or similar field of study.
    • 5+ years of experience as a Construction or Project Manager.
    • Extensive technical and practical knowledge of construction management practices and procedures.
    • Knowledge of Primavera software, specifically P6.
    • Prior NAVFAC construction project experience.
    • Understanding of NAVFAC construction and reporting policies.
    • Knowledge of the Construction Quality Management three phase (CQM) process.
    • Ability to lead small groups of individuals in a diverse work environment.
    • Ability to work outdoors in extreme heat or cold, working in confined spaces and using fall protection.
    • Knowledge of safety and occupational health principals as identified in the EM385 1-1.
    • High proficiency with Microsoft Office suite, in particular, Microsoft Project.

    Preferred Qualifications

    • Prior Military Experience.
    • USACE Construction Quality Management Course certification.
    • Registration as a Professional Engineer or Registered Architect is desireable.
    • Certification as a Certified Construction Manager (CCM) or Project Management Professional (PMP) is desirable.
