    Responsibilities

    E3 Federal Solutions has an exciting position for a Financial Management Analyst in Indianapollis, IN. The Financial Management Rent Analyst provides financial guidance, forecasting and tracking, primarily Field Operations Facilities (FOF) rent portfolio and serves as a source of best practices when dealing with General Services Administration rent issues and planning. The major task which must be accomplished include the FOF Exhibit 54, the FOF Resource Action Plan, Monthly Rent Analysis and the Federal Protective Services rent analysis.

     

                  FOF Exhibit 54. Done annually in the August time frame the Exhibit 54 is a forecast of the upcoming rent requirements. It is developed on a GSA supplied worksheet and the underlying data comes from the GSA Base Rent Estimate plus CBP anticipated changes.

     

                  FOF Resource Action Plan (RAP). This task is also done annually in the August – December time frame. It is an eight year projection of rent requirements (current year + 7) and includes the rent impact of out year FC&S projects. This task requires the development of rent forecasts, analysis, and data entry into Tririga. The RAP data becomes the basis for the upcoming years President’s Budget.

     

                  Monthly Rent Analysis. Performed monthly as a tasker received from Business Operations. The purpose is to analyze the current rent billing received from GSA against the forecasted rent data in Tririga. It forms the basis for running adjustments to the Tririga rent requirements data.

     

                  Federal Protective Services Billing Analysis. Monthly FPS charges are reviewed as part of the rent billings received through Rent On the Web (ROW). In addition above standard FPS requirements requiring a Security Work Authorization (SWA) are also reviewed on an as-needed basis.

    Qualifications

    The ideal candidate for this position will be able to form a broad understanding of how the rent portfolio is established through the GSA Pricing Desk Guide, the formulation of Occupancy agreements (OAs) for both GSA owned and leased sites, the methods used for calculating rent, and how the rent is billed to CBP. This understanding is used to develop long range plans and budgets like the RAP and Exhibit 54 ad well as developing monthly and on-demand analysis on a situation by situation basis.

     

    Knowledge: At least 10 years’ experience in financial management. Strong ability in spreadsheet forecasting and analysis. Strong knowledge of Microsoft office suite of products including MS Word, Excel, PowerPoint and SharePoint.

     

    Analysis: Many of the day to day requirements will require the analysis of financial reports or business policy. These can vary from internally created reports to policy documents of other agencies like GSA’s Pricing Desk guide.

     

    Adaptability: At times there will be the need to address issues from multiple areas as the same time. The ability to manage those needs and multitask is important.

     

    Timeliness: The timing of requested information can vary from minutes to months. It’s important to be able to prioritize requests and supply information at the requested time.

     

    Suggested skills: Experience using TRIRIGA, the data source of record. Experience using SAP is a plus.

     

    Candidate must be able to obtain and maintain a CBP Entry on Duty (EOD) Background investigation.
