    Responsibilities

    E3 has an exciting opportunity for an Acquisition Manager to join our existing team providing contractual design and full acquisition lifecycle support to a federal agency in Washington, DC. The position will work closely with multiple stakeholders in the program management office to manage acquisition planning and execution of both new and existing projects in all phases of the acquisition lifecycle. This position will require monthly internal audit readiness of existing contract portfolios including; electronic contract files, project archives, as well as financial plans and income/profit goals. E3 is seeking individuals that are energetic, forward thinking, with excellent communication skills, and strong federal business analysis experience. Knowledge and experience of the full lifecycle of federal contracting landscape is required.

    Support the execution of existing contracts. Activities include; forensic accounting, budgeting, and quality assurance of projects.

    • Perform deep dive internal audits of ongoing contracts within the organization; make recommendations for improvement, brief client leadership (consisting of GS-15 and senior executives) on plan and results.
    • Research federal procurement regulations.
    • Responsible for managing acquisition quality indicators such as; CPARS and non-compliant closeouts of projects.
    • Peer reviews deliverables.
    • Drafts contractual modifications as required by government contracting officers.
    • Creates effective and prompt written communications and is a proficient verbal communicator with all levels of the organization.
    • Monitors procurement timelines and ensure schedules are met.
    • Assists government with responding to industry communicates to include; industry days, questions and answers, as well as requests for clarification.
    • Ensures the procurement strategy chosen is achievable of intended results and is in accordance with federal acquisition guidelines.
    • Facilitates acquisitions through the internal Contract Review Panels (CRPs)
    • Builds impactful checklists for internal audit process for team to leverage
    • May require occasional travel to regional offices for deep dives on projects

     

     

    Qualifications

     

    • Bachelor's Degree
    • 3-5 years of federal financial/acquisition experience.
    • Experience working in fee for service organizations preferred
    • Experience managing cost plus contracts preferred
    • Experience auditing contract financials for large complex government acquisitions required
    • Knowledge of standard contract structure
    • Ability to draft CLIN tables
    • Ability to gather acquisition requirements and assist government clients with writing Statements Of Work (SOWs) and acquisition packages
    • Understanding of contract-related financial documents.
    • Excellent written and verbal communication skills.
    • Excellent interpersonal skills with the ability to work effectively with customers and peers.
    • Demonstrated experience developing acquisition packages in preparation for procurement activity
    • Ability to learn new concepts and software quickly.
    • Analytical approach to problem solving.
    • Clearable (able to pass both a criminal background check and credit check).
    • Demonstrated understanding of Service Level Agreements.
    • Experience with Performance Based Contracting
