    Position Overview

    E3 Federal Solutions is recruiting for an experienced Junior Financial Analyst in Norfolk, VA to support the Commander, Navy Installations Command (CNIC). The ideal candidate(s) will have a general understanding of Navy’s funds flow and governing financial policies and procedures.


    Specific tasks include:



    • Analyze high-level reports and data relative to status of funds, expenses and obligations
    • Perform analysis on a wide variety of contracts and invoices organizing data across accounts using numerous automated financial systems and spreadsheets
    • Manage the generation of funding documents into the internal accounting system for government review and approval
    • Provide system functions such as personnel and payroll operations; analyzing and providing recommendations for payroll issues
    • Serve as a liaison between the DFAS Payroll Office, regional comptroller personnel, regional Human Resource Offices, and Human Resource Service Center offices to resolve incorrect personnel data



    Required Qualifications


    • Secret clearance
    • Two (2) years of (within the last five years) experience and should include knowledge and/or some proficiency in the following: Standardized Accounting and Reporting System Field Level (STARS-FL) One-Pay, Comprehensive Utilities Information Tracking System (CIRCUITS)
    • Knowledge of the United States Standard General Ledger (USSGL) account structure and the knowledge of double entry accounting
    • Knowledge of the following areas: account maintenance, budget, purchase card, commitments, suspense, and unmatched disbursements
    • Knowledgeable of the processes in clearing overage travel orders
    • Knowledge of timekeeping policies, regulations, and procedures governing civilian time and attendance
    • Knowledge of Defense Civilian Pay System (DCPS) and SLDCADA
    • Knowledge of travel policies, regulations, and procedures governing travel and the Defense Travel System (DTS)
