E3 Federal Solutions (E3), a leader in acquisition management, project management, and financial management solutions for the federal government has an opportunity with a federal client in support of project and information management requirements. Since its inception in 2004, E3 has supported numerous federal agencies with their mission requirements by working closely to help define requirements, develop sound acquisition strategies, justify budget requests, and track project execution.


E3 has an exciting opportunity for an Operations Analyst to join our existing team supporting the FEDSIM Program Management Office in governing the organization.  This position will provide operational research and analysis, quality assurance, human capital support, logistics management, and process improvement support to a federal agency in Washington, DC. The position will work closely with the E3 PMO Lead and senior client program office officials to monitor and analyze organizational trends/needs.


E3 is seeking individuals that are energetic, forward thinking, with excellent communication skills, ability to be productive with minimal direction, and strong analytical skills.


Support FEDSIM’s Director of Program Management Office by providing high-level administrative support to the PMO.


The job responsibilities will include the following:

  • Manage client timekeeping compliance (late lists, end of month calculations, overtime analysis, setup, analysis of hours entered)
  • Analysis of leadership and external data calls (including FOIA requests and financial disclosures)
  • Financial management
  • Transportation management, project management, and process improvement
  • Manage the FEDSIM time and attendance audits with internal FEDSIM tracking mechanisms including TOS/ASSIST tracking and proper categorization of charge codes in the FEDESK application
  • Manage content and adhoc research assignments for data pertaining to iFEDSIM (FEDSIM’s internal knowledge management system)
  • Provide acquisition support services which includes management of supplies and conference room space reservations at Tysons location
  • Support the distribution of FEDSIM mail

In time, this position may include the following responsibilities:

  • Manage the contract review panel process to include reviewing procurement packages submitted on behalf of FEDSIM acquisition teams to include technical writing surge support.
  • Perform analysis on package accuracy, compliance, and make suggestions to improve the CRP process across FEDSIM. This task will also be responsible for managing the integrated master schedule for all FEDSIM procurements in the Smartsheet application which will include problem resolution and escalation where appropriate.


  • Bachelor’s degree, or equivalent experience
  • 1+ years of operational analysis experience
  • Clearable (able to pass both a criminal background check and credit check)
  • Excellent written and verbal communication skills
  • Ability to develop and articulate process improvements for organizational clients
  • Proficiency in Microsoft Office products
  • Good interpersonal and teamwork skills
