E3 Federal Solutions, LLC seeks a Facility Operations Specialist to join our team in support of our homeland security federal government client, the Department of Homeland Security - Customer and Border Protection - Border Patrol & Air and Marine (BPAM) Program Management Office (PMO).


In this execution-focused client-facing position will perform facilities management duties and will work closely with the larger PMO team within their sector, providing oversight and monitoring to their portfolio of facilities, as assigned.


Location: Aguadilla, PR


This position performs the following regular work responsibilities:

  • Manages a portfolio of CBP facilities providing operational oversight such as equipment management, warrantee and permit document management, requirement generation, construction management for any remediation/renovation done to assigned facilities. 
  • Monitors maintenance work, tracking the completion, assisting the government in developing repair solutions for facilities, and developing task and project documentation as required
  • Assists in the development of a variety of acquisition-related Programs supported business documents (such as SOW/SOO/PWS) in accordance with USACE, FAA, GSA, CBP, and  FAR
  • Will assist the government in the preparation of Market Research, Determination of Findings, and analysis of Alternatives (AoA) documentation
  • Will assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements
  • Manage, track, and report on the required funding and the budget for the initiative project, or task in its purview
  • Assist with the oversight and monitoring of environmental task completion and shall assist the government in making sure all permits, warranties, and equipment documentation is accounted for in the appropriate systems of record
  • Shall act as a single point-of-contact for all parties/partners involved within these projects


  • 5 or more years of related work experience is required
  • Bachelor’ or equivalent degree is required
  • Possess a proven experience developing and maintaining working relationships with high level officials and technical experts
  • Ability to work collaboratively with all team members
  • Excellent written and oral communication skills
  • Expertise with Microsoft office Suite,  especially MS PowerPoint, Excel, and Word
  • Experience working in a fast-based, analytical environment
  • Must be able to obtain and maintain a DHS CBP Suitability Clearance


  • Completed CBP Background Investigation clearance strongly preferred
  • PMP certification or Facility Operations certifications are preferred, but not required
  • Facility operational or management experience is preferred
