    Position Overview

    E3 is seeking a Program Analyst to support a Federal Agency’s Program Management Office (PMO) that manages the planning, leasing, construction and sustainment of real property. This includes construction management, energy management, architectural and engineering design services, establishment of facility and tactical infrastructure standards, historic preservation, and the program oversight, planning and coordination of repairs and alterations to occupied facilities and infrastructure.  The PMO is also responsible for creating continuous and viable solutions in developing, executing and managing on-going initiatives (including program management planning, program analysis, projects, construction oversight, and scheduling, security, and risk management) needed to overcome any potential program management challenges.

    Responsibilities

     

     

    • Shall coordinate and participate in real property management activities, and develop and update a monthly Real Property Management Report for the tracking of program assets;
    • Shall track inventory, update all real property inventory, account for all Government real property assets and equipment in the property and financial system of record, and ensure all real property documentation is properly updated;
    • Shall support the execution of projects from initiation to close;This includes project reporting; real property reporting; quality assurance/quality control (QA/QC) of Project Requirements Documents (PRDs); managing data in various project reporting databases; reviewing change requests; reviewing/drafting IAAs; and assembling various presentations as needed;
    • Shall track cost, schedule and performance data, and participate in project reviews;
    • Support the PMO in effectively identifying, addressing, and monitoring existing and future risks related to current project initiatives.
    • Serve as facilitator for a variety of meetings and ad hoc projects;
    • Set and manage the agenda, control the meeting environment, track action items, distribute meeting minutes, and report to stakeholders;
    • Support all project requirements, which may include providing acquisition program management consulting and analysis;
    • Assist the Program and Project Managers in managing and coordinating acquisition activities that may consist of monitoring required procurement timeliness and milestones, assisting in the preparation and development of acquisition documentation, acquisition program documents, plans, and performance measures, and providing advice and assessments throughout the acquisition process.

    Required Qualifications

    • BA/BS in a related field
    • Minimum of 5 years of business experience
    • Must have strong analytical, reporting, and communication skills.
    • Proficient in MS Office Suite applications (Advanced Outlook, Word, Excel, Access, Project)
    • Ability to work with precision and accuracy in a fast-paced environment
    • Ability to be organized, detail-oriented, flexible, and dependable
    • Experience working and interacting with high-level executives, public officials, and stakeholders
    • Effective written and verbal communications
    • Must be able to obtain and maintain a Suitability from a Public Trust background check
    • US Citizenship required
