Responsibilities

We are seeking a Contract Specialist to support a Department of Defense Intelligence client in assisting senior level personnel, middle management and junior personnel with providing innovative business strategies, agile procurement solutions, and developing and implementing the agency procurement policy/processes.

  • Must be able to work independently on Complex acquisitions involving multipel contract actions.
  • Provide cradle-to-grave contract support, such as preparing solicitation documentation (pre and post award), reviewing proposals for compliance, and assisting with negotiating positions
  • Assist in developing acquisition strategies, including determination of contract method/type
  • Perform contract administration, including, but not limited to maintaining contract file folders and preparing contact modifications
  • Assist Contracting Officer in the oversight of contract performance
  • Serve as acquisition business advisors to NGA/OCS senior leadership, contracting officers, program managers, and other stakeholders;
  • Evaluate acquisition requests and assist in developing acquisition strategies;
  • Assist in the determination of the contract type and contract method;
  • Assist program personnel in the preparation of justifications:
  • Assist in the preparation of pre and post award documentation;
  • Maintain Contract file folder;
  • Assist in the preparation of solicitation documentation;
  • Assist in the review of proposals for compliance;
  • Assist in the evaluation of proposals;
  • Assist in the preparation of cost and price analysis;
  • Assist in preparing negotiation positions;
  • Serve in advisory capacity during negotiations;
  • Assist in the preparation of contract award and staff for Contracting Officer signature;
  • Assist with contract administration;
  • Assist in the preparation of contract modifications; and
  • Assist Contracting Officer in the overseeing of contract performance, as necessary to assure delivery of the supplies or services.

Qualifications

  • TS/SCI clearance active in the last two years
  • 10+ years expereince
  • DAWIA III certification in contracting or industry equivalent
  • or - DAWIA Level II certification in Contracting with Five (5) years direct experience supporting the federal government as a Series 1102
  • Significant or expert knowledge of DOD and/or Intelligence contracting community highly desired
  • Ability to work independently and in a team on very complex acquisitions.
  • Excellent written, presentation and verbal communication skills
  • Proficiency with Microsoft Office Suite of tools, including SharePoint

Preferred:

  • BA/BS degree highly desired
  • Five (5) years direct experience supporting the federal government as a Series 1102
  • Prior experience working on Systems related procurements
  • Active affiliation with acquisition related industry groups highly desired
  • Familiarity with PRISM Contract Management Tool.
