    E3 Federal Solutions seeks a Program Manager to lead a cornerstone corporate program providing full acquisition life cycle management support to agencies across the Federal Government.   


    The ideal candidate will be a dynamic individual with experience managing a program of similar size and scope, who enjoys mentoring personnel, and who has experience interfacing with senior government stakeholders in topics ranging from acquisition management, project management and financial management.


    This position will be the solution architect and operations lead for a large scale support team responsible for delivering work streams such as: marketing/outreach, procurement, financial management, data analysis, quality assurance, training, and operations support functions. 


    The successful candidate will oversee the execution of E3's solution to the client and include the following regular work responsibilities:

    • Manage budget planning, execution, and P/L for the program
    • Support project planning, production, quality control, project financials and staff direction and oversight, and provide deliverables under the task order
    • Provide management of client interface at the COTR, GS15, and SES level
    • CPARS Evaluation Scorecard - achieving high ratings
    • Organize team to best accomplish the tasks of the task order and achieve client satisfaction
    • Interface with client stakeholders to recommend and implement processes related to business growth strategies, pricing efficiencies, standard operating procedures, and performance metrics
    • Manages a multi-functional team and work-streams; corrects performance as necessary
    • Work with stakeholders to determine the requirements of the project and liaise with the technical experts who develop project strategy/solutions (process improvement, standing up new teams, integrating different teams in order to together to work together, case studies) for these requirements.
    • Resolve urgent, time sensitive or unforeseen issues that arise in construction projects related to funding, project coordination and construction issues
    • Provide risk management baseline and manage contingency execution
    • Responsible for maintaining CMMI artifacts and Project Management archives including reporting on program progress, issues, and resolutions
    • Chair meetings, IPTs, corporate IPRs, and other working groups as required
    • Develop and deliver weekly status reports and other ad hoc reports
    • Analyze and provide recommendations regarding programmatic issues.

    Required Qualifications

    • BA/BS degree is required 
    • A minimum of 12 years of experience in performing directly related project management work
    • Experience managing a team of 30+ people
    • Possess a proven experience developing and maintaining working relationships with high level officials and technical experts
    • Ability to conduct analytic assessments of work plans and progress reports and identify strengths and weaknesses
    • Ability to work collaboratively with all team members
    • Ability to identify, train, and mentor talent
    • Excellent written and oral communication skills
    • Familiar with acquisition environment, terms and documents such as acquisition plans/strategies, cost/price analysis, evaluation criteria, award documents, and post award program and financial management).
    • Familiar with Microsoft Office Suite -  PowerPoint, Project, Excel, and Word
    • Experience working in a fast-paced, analytical environment
    • Experience with project management, scheduling, and risk management/mitigation
    • Experience with solving complex issues related to project funding and scheduling
    • Strong knowledge of project management activities, procedures, processes and techniques
    • Ability to obtain a suitability clearance
    • Travel may be required


    • Current Secret or Top Secret Security Clearance
    • Background in government procurement, acquisition, finance/budget, or Program Management
    • Strong understanding of government wide initiatives
    • Demonstrated knowledge of government buying cycles
