Responsibilities

The Senior Acquisition Specialist shall possess knowledge of Federal contracting law, regulation, policies, precedents and shall be a subject matter expert with Federal Acquisition Regulations and Department of Homeland Security Acquisition Manual (HSAM). The Acquisition Specialist shall function in a mid-senior to senior-level acquisition management capacity, with limited oversight and supervision. The Senior Acquisition Specialist shall provide acquisition support for acquiring facilities services, functions, and supplies, including major system acquisitions (as applicable). The Senior Acquisition Specialist shall possess sufficient experience in all phases of the federal acquisition process from planning through contract award of performance based facilities services. The Acquisition Specialist shall be skilled in technical and coordinative activities sufficient to work on a variety of complex procurement and contractual processes or reviews.

 

This position will be responsible for Pre/Post Award functions for highly technical contracting work emphasizing customer requirements and relationships to achieve results that further the mission of agency clients

 

Responsibilities include:

  • Perform "cradle-to-grave" acquisition for acquiring facilities management related services and functions (i.e., from pre-award, to post-award, to the final contract termination/close-out)
  • Ability to develop acquisition packages in support of government contracting staff, research acquisition issues, advise customers and other internal contracting staff on specific assigned acquisition issues
  • Proficient in the development of writing performance criteria and requirements into sound/sufficient Statement of Work, task/orders, Performance Work Statements/Quality Assurance Surveillance Plans, perform Market Research, develop Government Cost Estimates
  • Develop solicitation documents and other contractual documentation (i.e., D&F's; justifications, solicitation amendments, supporting memoranda)
  • Assist with pre-proposal conferences, developing comprehensive negotiation strategies; document competitive range determinations, and coordinating with technical experts
  • Identifying and analyzing acquisition process problems, trends, emerging needs and procurement objectives and methodologies,
  • Able to provide advice and assistance to functional area technical experts on acquisition related matters
  • Review procurement requests to ensure compliance with procedures and regulations and sufficiency of technical specifications or purchase description and supporting information.
  • Assist with the development of source selection evaluation criteria
  • Coordinates and works with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan
  • Responsible for assisting with the planning, preparing, and maintaining of the current acquisition plans and overall program office acquisition administration functions to include program control and tracking.
  • Analyzes organizational policies and procedures, and makes recommendations for improvements. Develops a variety of written materials pertaining to service operations

 

Qualifications

 

Additionally, the Acquisition Specialist must have the additional skills and knowledge:

  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Ability to read and interpret procurement policy, regulations, and directives.
  • Proficiency in Microsoft Word, PowerPoint, Excel, Access, SharePoint and Microsoft Project in completing all required deliverables.

Minimum/General Experience: 10+ years

 

Education Requirements: Bachelors’/Master’s Degree
