    Position Overview

    The United States (U.S.) Department of Transportation (DOT), Federal Transit Administration (FTA), is responsible for the administration of grants and loans to assist State and local public bodies (grantees/project sponsors) in financing the acquisition, construction, reconstruction, and capital improvements of transit facilities, therefore, has substantial oversight responsibilities to ensure capital projects are delivered under the terms of the grant or loan agreement, and meet all Federal requirements.

     

    The Office of Capital Project Management within the FTA Office of Transit Program Management (TPM), develops and implements a program of project management oversight for major transit infrastructure projects, including new fixed guide way core capacity and small starts investments to ensure project sponsors have the technical capacity, capability and appropriate plans to deliver the planned scope of major capital projects on schedule and within budget.

    Responsibilities

    E3 Federal Solutions seeks a Program Manager to support an upcoming opportunity at Department of Transportation

    • The responsible person directs all phases of programs from inception through completion for the cost, schedule, and technical performance of company programs or subsystems of major programs.

    • Coordination of the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract are duties also required. 

    • Must represent themselves as the primary liaison to the Government for program activities, leading program review sessions with the Government to discuss cost, schedule, and technical performance, and identify program problems and assist with obtaining solutions. 

    • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. 

    • Establishes milestones and monitors adherence to master plans and schedules such as allocation of resources or changing contractual specifications. 

    • Directs the work of contractor personnel under this Task Order from technical and administrative areas.

     

    Required Qualifications

    • A Bachelor's Degree in Computer Science or Business Management/Administration or a related field and at least 12 years of experience in management of personnel is required.
