E3 is actively looking for a self-motivated Senior Proposal Writer with proven results within the federal market with expertise in Federal Government contracting, RFPs and proposal responses. The Senior Proposal Writer will be a key participant in the growth of E3’s Federal portfolio and is expected to work within a dynamic team environment and will be part of a fast paced and highly collaborative business development organization. The ideal candidate must have a solid technical background and expertise in writing and composing technical responses to federal RFPs, RFQs, and RFIs for review and submission. Responsibilities also include:  developing and editing white papers, marketing collateral, and other technical documents.


The Senior Proposal Writer will focus on full range of activities through the various stages and color reviews during the proposal development process. The candidate will report to the Director of Bids and Proposals and will work closely with E3’s Business Development, Capture and Delivery teams to support the development and submission of winning proposals.


Responsibilities will include: 


  • Gathers, analyzes, and composes complex technical information, primarily for technical approach sections of company proposal responses.
  • Regularly interviews company project personnel for information and ideas for use in company proposals.
  • Routinely converts unstructured, piecemeal, raw information into final, complete, and compelling proposal content – this is a large developmental step requiring synthesis of diverse analytical, creative, and writing skills.
  • Builds relationships with company project personnel to ease proposal development and leverage re-use of content. Assists in development and maintenance of company methodologies and approaches.
  • Develops materials for technical approaches, past performance narratives, management approaches, and other proposal response artifacts.
  • Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.
  • Develops outlines and templates for proposal responses based on Solicitation instructions.
  • Edits, standardizes, or makes changes to material prepared by other writers or technical personnel.
  • Analyzes developments in specific field to determine need for revisions in previously published materials and development of new material.
  • Maintains records and files of work and revisions.
  • Researches, gathers, receives, and otherwise obtains information from all relevant sources for response preparation.
  • Develops specific goals and plans to prioritize, organize, and accomplish your work.
  • Analyzes gathered content for proposal response and evaluating results to choose the best solution and solve problems.
  • Communicates with people outside the organization, representing the organization to customers, to teaming partners, and other external technical sources.


  • BA/BS degree is required.
  • 8+ years of experience, 5 of which are in federal proposal development; federal contracting/proposal development is a must.
  • Demonstrable advanced skills in technical writing for Federal proposals. Demonstrable advanced analytical skills. Comfortable working with material from multiple technical domains (e.g. SETA, program management, IT, acquisition management).
  • Must have a demonstrated/verifiable track record of proven success in the submission of technically compliant proposal submissions.
  • Strong written (technical and management) and oral communications skills; successful proposal writing experience a must.
  • Direct experience in supporting 50M+, large scale, technically challenging federal procurements.
  • Experience capturing Full and Open, ID/IQ, Multiple Award, and BPA contracts and task orders.
  • High “throughput” – ability to act as lead author for large proposal volumes, completing multiple sections, integrating and polishing diverse inputs from many sources.
  • Advanced/ “power” user of Microsoft Word. Adept with templates, styles, and macros.
  • Strong editing and proofreading skills. Brings robust informed opinion to matters of style, grammar, formatting.
  • Desire to succeed in a fast-paced and rapidly evolving business organization.
  • Must be able to communicate with senior technical staff to obtain detailed technical and process information for use in crafting technically compliant federal proposals.
