E3 Federal Solutions is seeking a Senior Information Technology (IT) Project Manager (Senior IT-PM) to join the Department of Homeland Security (DHS) Enterprise System Security Division (ESSD) Enterprise Identity Management Office (EIMO) Homeland Security Presidential Directive 12 (HSPD-12) Program Management and Card Support Services Program Technical Management Team. This position reports to the Technical Management Team Lead to provide Information Technology (IT) project management support in the planning, implementing, managing, and tracking of Technical Management Team projects, as well as for projects as assigned. A successful candidate will become the Deputy Technical Team Lead.


This position contributes to and supports the EIMO Project Management Office (PMO) to ensure project management best practices are followed portfolio-wide, and to facilitate timely delivery of program artifacts. The candidate must have exceptional technical writing skills to ensure production of high-quality documentation in support of operations, technical, and business artifacts. For this, the successful candidate must have the ability to understand both End User and Technical Subject Matter Expert needs, and then be able to clearly translate these into well-written supporting documentation. The successful candidate will work well independently, as well as within a team, and possess a well-developed combination of analytical, communication, and interpersonal skills.


As a member of a Technical Project Implementation Team, the candidate will execute and maintain the standards of project management and processes in accordance with Project Management Institute (PMI), DHS System Engineering Lifecycle (SELC) implementation, and System Development Lifecycle (SDLC) processes. The Senior IT-PM: develops and manages multiple complex projects and deliverables; provides input to project scope and schedule based on an understanding of the program or system development lifecycle; maintains changes to project baselines, monitors deliverables, conducts reviews, and manages incorporation of quality management systems for the project; prepares presentations and other materials to support project and/or system functions; Leads activities to identify project risks and develop mitigation plans; drafts correspondence, reports, minutes, spreadsheets, communications products, briefs, and other documentation; maintains and tracks action items.




  • Develops and manages projects and deliverables related to the Technical Management Team.
  • Defines and manages project scope, objectives, and plans/schedules throughout to completion.
  • Monitors the progress of projects, and adjusts project plans as necessary.
  • Organizes, directs and coordinates the planning and production of activities.
  • Identifies and communicates effectively with all stakeholders on the progress of projects.
  • Oversees process and productivity improvement, systems alignment, organizational assessments, and evaluations.
  • Writes, edits, proofreads, and updates operational, technical, and business documentation to include standard operating procedures, policies, manuals, procedures, and other documents as directed by the Technical Management Team Lead.
  • Supports gathering, development, and management of Business and Functional requirements within the Technical Portfolio as requested by the Technical Management Team Lead.
  • Drafts correspondence, reports, minutes, spreadsheets, communications, and other documents.
  • Performs quality control activities on project deliverables, and weekly project reporting.
  • Must be willing and capable to become the Deputy Technical Team Lead.


  • BA/BS Technical degree or related field.
  • Project Management Professional (PMP) Certification.
  • 10 plus years (IT or relevant field) experience.
  • Must be able to pass government background check (Public Trust).
  • Proficiency with Microsoft Office applications, such as MS Project.
  • Strong technical writing and English experience.
  • Strong organizational skills and attention to detail.
  • Ability to work in deadline-driven environment and efficiently handle multiple priorities.
  • Team player with the ability to interact with customers at all levels of government.
  • Willingness and ability to serve as the Deputy Technical Team Lead.




  • Certified Smart Card Industry Professional (CSCIP) certification.
  • Familiarity with Homeland Security Presidential Directive 12 (HSPD-12).
  • Familiarity with Federal Information Processing Standards (FIPS) 201-1.
  • Familiarity with Personal Identity Verification (PIV).
  • Familiarity with Identity and Credential Management (ICAM).
