E3 is seeking a Senior Program Manager to serve as a subject matter expert and oversee a large program, spanning agencies and offices supporting several DoD Intelligence Community (IC) commands within the NCR. Tasks include:

  • Manage a team of over 60 personnel over multiple contracts valued >$18M annually, including subcontractors and team leads, conducting a range of management and acquisition support tasks for multiple senior clients within the Intelligence Community.
  • Manage all contractual and logistical details including being the single point of contact for the Contracting Officer Representative.
  • Served as a subject matter expert on acquisition planning and execution for multiple types of contracts awarded by Government Contracting Officers.
  • Responsible to work with the portfolio lead to balance resources across the program, identify best practices, and manage overall P/L for the program.
  • Responsible for working with internal support organizations to ensure the team is appropriately staffed to meet contract requirements.
  • Plan, direct, and coordinate project tasks to ensure that goals are accomplished within the prescribed timeframes and budget parameters.
  • Develop, review, and deliver quality contract deliverables on time.
  • Manage and meet technical and financial performance goals for the contract.
  • Interface with senior level executives, understand their needs, and develop timely solutions or recommendations that can be acted upon.
  • Proactively propose ideas and solutions to senior government executives in response to emerging issues and pain points.
  • Implement identified CMMI process and procedures across the program
  • Provide monthly Integrated Program Review status to E3 senior leadership to report on overall impacts E3 is having to the customer, financial status, and ongoing challenges.
  • Assist with development of Individual Development Plans and Continuous Learning Plans for Acquisition professionals assigned to the project.
  • Develop and deliver weekly status reports and other ad hoc reports 


Description of Requirements, Skills, & Certifications:

  • Must be a U.S Citizen
  • TS/SCI preferred, TS with the ability to obtain SCI acceptable
  • Ability to pass a CI Poly
  • Minimum 15+ years of experience in program management with a focus on leading Acquisition Programs
  • Bachelor's degree required; master's degree preferred.
  • Certification as a DAWIA Level III Contracting Officer or industry equivalent
  • Must be able to manage multiple contracts simultaneously for different clients
  • Must be proficient with Microsoft Office tools, specifically: Excel, Word, and PowerPoint.
  • Strong time management skills with ability to work both independently and collaboratively with all team members.
  • Proficiency in technical writing, organizational, and people skills.
  • Requires access sensitive and FOUO information.

Preferred Skills:

  • PMI Program Management Professional Certification
  • Experience with IC acquisition processes and procedures.
