E3 Federal Solutions, LLC seeks a Senior Management Analyst to join our team in support of our homeland security federal government client, the Department of Homeland Security - Federal Protection Services.


This position is located on 800 North Capitol Street, NW, Washington, DC.


The Senior Management Analyst plans, facilitates, and supports complex methodology development and evaluation, business process re-engineering, best practices, change management, business management techniques, and organizational development.


The Senior Management Analyst applies process improvement and re-engineering methodologies and principles in order to conduct process modernization projects.


Key responsibilities include:

  • Providing guidance in performance management to include designing, implementing and sustaining performance management systems, programs and processes. 
  • Advising management on performance plans and provide technical information on performance management policy and systems. 
  • Ensuring all performance elements are measurable and designed to improve the organizational effectiveness and efficiency.
  • Helping monitor the implementation of performance management programs in various client offices. 
  • Meeting with management officials to identify problems and develop strategies and specific plans to address any shortfalls. 
  • Supporting the maintenance of SharePoint sites dedicated to performance management. 
  • Serving as a consultant to internal customers on a broad range of HR issues including performance management.
  • Designing and executing plans to collect and assess employee feedback on existing performance management programs and policies. 
  • Providing recommendations to management on policy and program changes.
  • Collaborating with agency Leadership on the organizational-wide implementation and communication of current and anticipated changes in performance management policies.
  • Coordinating on the design, launch and facilitation of learning opportunities (training) for management and all employees on program milestones and updates as the performance management subject matter expert (e.g.,  training sessions on writing objectives, briefings on program evaluation findings and recommendations, and town halls for open discussion on performance management best practices).
  • Ensuring that mandatory requirements such as employee performance plan issuance, mid-year reviews, and final reviews are met; and advise managers and supervisors on evaluation, feedback and recognition techniques, establishment of critical elements and standards, aligning employee performance plans with organizational goals, performance requirements, and the overall adequacy and quality of employee performance plans.
  • Coordinating with agency Leadership and designated subject matter experts on the standardization of performance work plans across job functions.
  • Providing assistance to managers in development of performance improvement plans.
  • Developing and delivers briefings, project papers, status/staff reports, and correspondence to managers on program status.


  • Bachelor's  Degree in related field, with a minimum of 10 years of directly related professional work experience
  • Strong attention to detail and follow-through
  • Ability to exercise sound professional judgment
  • Strong people management skills and the ability to work with executives and other high ranking officials
  • Ability to manage time and multi-task to meet daily work stream demands
  • Possess proven and demonstrated excellent oral and written communications skills, including ability to develop tailored, concise, and effective oral and written correspondence for both internal and external audiences • Proficient Microsoft software application skills (MS Word, MS Access, MS PowerPoint, MS Excel and MS SharePoint)
  • Demonstrated ability to work on a team and also work independently
  • Ability to read and interpret documents. Ability to write performance management plans and related documents. 
  • Ability to speak effectively before groups of customers or employees of an organization
  • Ability to solve practical problems and deal with a large number of tasks occurring at the same time
  • Ability to interpret a variety of work instructions furnished in written or oral, diagram or schedule
  • Must have the ability to obtain and maintain a DHS Suitability clearance
