Responsibilities

E3 is seeking a Deputy Project Manager (DPM)/Human Capital Subject Matter Expert (SME) to support a program within the Office of the Secretary of Defense (OSD). The qualified candidate should be able to execute the following:

  • Perform a variety of project management related functions, including project planning, resource allocation, business case analysis, risk management, and schedule management.
  • Ensure completion of deliverable/tasks within requested timelines and budget.
  • Serve as the on-site interface to the client for the project status and any issues.
  • Oversee daily technical direction and professional development of staff, including subcontractors.
  • Provide human capital/human resources subject matter expertise for problem definition, analysis, and requirements development.
  • Provide strategic recommendations for human capital/human resources improvements and optimization.
  • Perform complex tasks, analyzes succession planning, designs and performs special studies, and develops report results to senior level DoD officials.

Qualifications

  • Bachelor's degree required, concentration in Human Resources/Human Capital highly desired
  • 15+ years of related Human Capital experience with the Federal government– preferably with the DoD; 5+ years of related project management experience within the DoD; 4+ years of related experience working in high level organizations (i.e., flag officer level headquarters)
  • Must have management experience running medium to large scale administrative, financial, and professional services contract

Preferred:

  • Certification as a PMP or Senior Professional in Human Resources (SPHR)
  • Active Secret clearance; NOT required.
