    Position Overview

    E3 Federal Solutions (E3) is looking for a Sr. Program Control Analyst to provide the following subject matter expertise, in-depth knowledge, and capabilities to assist the client with financial management and budgetary reporting projects

    Responsibilities

    • Performs as subject matter expert, applying proficient working knowledge of the concepts within the Planning, Programming, and Budget Execution (PPBE) Budget Cycle (PPBE) with emphasis in the areas of planning and programming budgets.
    • Uses strong PPBE experience to perform financial and budget forecasting.
    • Contributes to program documentation as needed.
    • Provides program analysis and evaluation to assess, define, and improve program budget and financial processes.
    • Leverages federal resources, working through influence, to accomplish deliverables within the federal financial management and budget processes.
    • Provides specialized analysis, planning, design, modeling, and implementation support.
    • Provides in-depth functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems that necessitate high – level knowledge of the subject matter for effective implementation.
    • Participates as needed in all phases of software development with emphasis on the planning, analysis, modeling, simulation, testing, integration, documentation and presentation phases
    • Reports metrics and schedules metrics.

    Required Qualifications

    • Bachelor’s degree from an accredited college or university and at least 8 years of relevant experience. An additional 2 years of experience may be substituted for a Bachelor’s degree.
    • 5 years of recent professional work experience as a budget and financial management professional
    • Must be able to obtain and maintain a DHS Suitability Clearance.
    • Prior federal government agency experience
    • Working knowledge of key federal stakeholders: OMB, GAO, and Congress Ability to leverage federal resources, working through influence to accomplish deliverables within the federal financial management and/or budget process
    • Possess thorough working knowledge of and experience with the use of the Office of Management and Budget (OMB) Circular A-11, the Department of the Treasury’s Treasury Financial Manual (TFM) and the United States Standard General Ledger (USSGL).
    • Proficient working experience with the use of MS Office Suite

    Preferred Qualifications

    • Operational experience in the federal planning, programming, and budget execution (PPBE) process, preferably within DHS.
    • Previous experience working in DHS Program Analysis & Evaluation (PA&E) division is a plus.
