Responsibilities

Provide support within the Department of Homeland Security’s Financial System Modernization Joint Program Management Office (FSM JPMO). This analyst will provide their expertise and in-depth knowledge of procurement systems and the procure to pay business process to assist DHS components with various procurement system related projects.

  • Provide specialized analysis, planning, design, modeling, and implementation support.
  • Employ integrated methodologies appropriate to each task to ensure the customer’s business requirements are met or exceeded.
  • SME will be recognized for expertise and will be expected to undertake problem resolution for large technological programs as an individual performer
  • Provide technical knowledge and analysis of highly specialized applications and operational environment
  • Provide in-depth functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems that necessitate high – level knowledge of the subject matter for effective implementation.
  • Participates as needed in all phases of software development with emphasis on the planning, analysis, modeling, simulation, testing, integration, documentation and presentation phasesand schedule

Qualifications

It is required that the Senior Program Control Analyst has a Bachelor’s degree from an accredited college or university and at least 8 years of relevant experience.  An additional 2 years of experience may be substituted for a BA degree.

  • 5 years of recent experience as a procurement system professional using and/or implementing products like PRISM and Oracle Contract Lifecycle Management (CLM)
  • Experience managing the federal acquisition life-cycle and contract lifecycle management (CLM)
  • Prior federal government experience
  • Demonstrates strong oral and written communication skills
  • Working knowledge of key federal stakeholders: OMB, GAO, and Congress
  • Ability to leverage federal resources, working through influence to accomplish deliverables

Preferred experience:

  • Project management experience
  • Understanding of federal financial management
  • Prior knowledge and experience within the Department of Homeland Security and/or components (HQ, DNDO, TSA, USCG, ICE, USCIS)
