The Director, Bid & Proposal Group will manage the E3 Bid & Proposal Group to ensure that it delivers quality, compliant, winning proposals, as well as professional services quotations and statements of work for E3 opportunities. The candidate will lead the team to increase the efficiency of all phases of the E3 business acquisition life-cycle in order to match the growing level of activity. The Director will also be ready to continually gather and implement lessons learned, as well as apply new methodologies to aid future proposal development continuous improvements. Note: This is a ‘hands-on’ leadership position requiring management skills but also direct involvement with proposal preparation – including exceptional proposal writing abilities.


To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned.

Responsibilities will include:

  • Provide leadership and encourage teamwork, mentor/train and direct a team of proposal managers of different experience and skill set levels
  • Manage multi-organizational teams in planning, storyboarding and developing an effective customer-focused and forward- thinking proposal
  • Responsible for effective communication and relationship management within E3, subcontractors and prime partners
  • Coordinate and track proposal document preparation while maintaining version control
  • Collaborate with technical subject matter experts and product specialist to capture technical/product data necessary to respond to technical requirements specified in solicitation documents
  • Manage and perform all aspects of bidding projects, to include:

o   development of solution based responses, including technical responses, management plans, past performance write-ups and staffing plans

o   contributing to and managing technical content within proposals,

o   statement of work review or preparation,

o   acting as intermediary to contract team and pricing team to resolve contract and pricing issues and

o   ensuring compliant proposal responses that meet all requirements for submission

  • Analyze and evaluate subcontractor proposals, negotiate compliance with RFP and FAR provisions, schedule, and/or terms and conditions
  • Coordinate with marketing and other team members to conceptualize, collect and develop graphics to uniquely demonstrate E3’s proposed solutions
  • Assist with the development of proposal repository content
  • Develop, implement, and maintain the use of proposal management tools to monitor proposal status, and identify and communicate risk areas to successfully meet or exceed proposal schedule milestones
  • Utilize matrices to ensure traceability between various proposal volumes and ensure compliance with all solicitation requirements
  • Compile, arrange, and format data from various sources to prepare high quality, compliant proposal submissions
  • Coordinate the production, packaging and delivery of hard and soft-copy proposals in accordance with RFP proposal preparation instructions
  • Create and maintain methods to collect metrics to measure the quality of proposal responses and used to improve the quality of future proposal submissions
  • Work with Pricing department to prepare and coordinate competitive pricing data in support of cost/price proposal development
  • Collaborate with teaming partners external to E3 in support of producing compliant, quality proposal response
  • Participate in managing E3 proposal responses utilizing E3’s Internal Capture Management Process


  • Candidates must possess a proven track record of meeting or exceeding deadlines in a dynamic and agile working environment
  • This position requires a BA or BS degree
  • This position requires at least 15 years’ experience in all phases of the proposal development life-cycle, at least 5 years of proposal department management, with at least 10 years direct experience in the federal sector
  • Experience with all Microsoft Office Suite applications, with special emphasis on MS Word, MS Excel, MS Project, MS PowerPoint and MS SharePoint
  • Strong familiarity with SharePoint and SalesForce.com is desirable
  • Extensive working knowledge of Shipley or equivalent proposal life-cycle methodology
  • Extensive experience shredding RFP requirements, proposal writing, task order response preparation, and proposal schedule development and monitoring
  • Must possess excellent time-management skills and have the ability to perform well in a fast-paced environment under stringent time-constraints
  • Excellent writing skills are a must
  • Strong interpersonal skills and ability to interact well with others in a dynamic environment
  • Provide proactive and comprehensive metrics weekly to Sr VP of Business Development Operations as well as monthly and quarterly metrics
  • Experience in assisting with developing capture strategies, business development may substitute certain requirements stated above
  • Prior experience with government contracting required
  • Direct proposal department management experience, including experience with both short-term bids as well as long-term traditional services proposals.
  • Experience successfully managing many proposals and bids in parallel – ensuring that quality and proposal time-lines are never compromised.
  • Experience ensuring the development and integration of "win" strategy, themes, discriminators, and value propositions into all aspects of the proposal
  • Experience mentoring and analyzing RFPs to determine proposal requirements, develop outlines, and populate compliance matrices to provide guidance to volume leads and section authors
