E3 is actively looking for a self-motivated Senior Capture Manager with proven results within the federal market with expertise in the Homeland Security market, specifically within HQ (S&T, Management, CIO), USCG, United States Citizenship and Immigration Services, Federal Emergency Management Agency, U.S. Immigration and Customs Enforcement, National Protection and Programs Directorate, United States Secret Service, U.S. Customs and Border Protection, and the Transportation Security Administration. The Capture Manager will be a key driver of growth in their target portfolio areas and are expected to work within a dynamic team environment.

The Senior Capture Manager will focus on full range of activities from opportunity identification and qualification through proposal and transition support. The candidate will report to the Vice President of Business Development for Homeland Security and will work closely with E3's Account Vice Presidents and other senior leaders to develop and execute account growth strategies. 


Responsibilities will include: 

  • Work closely with the Account Senior Vice President and other E3 leadership to refine and execute E3’s Homeland Security Account Plan Strategy
  • Participate in achieving yearly sales (TCV) targets and build a forward-leaning opportunity pipeline
  • Prepare, present, and mature opportunities using E3’s Internal Capture Management Process
  • Develop and maintain positive working relationships with both internal and external stakeholders, including other business development and capture team members, client executives, proposal managers, corporate infrastructure departments and program management teams to ensure effective, efficient, and integrated implementation of E3 capture strategies
  • Build E3’s awareness of business and procurement trends in target Homeland Security agencies
  • Assist in the development of successful pricing strategies, identifying risks, and interpreting solicitation requirements with Account Director and Proposal Managers on win themes
  • Interface and manage teaming partners for existing relationship as well as developing potential future partners for upcoming opportunities
  • Meet or exceed established performance goals in support of overall corporate growth and success


  • BA/BS degree is required
  • Requires a minimum of 8-10 years of experience; federal contracting/capture management experience is a must
  • Must have a demonstrated/verifiable track record of proven success in the design and implementation of sound capture strategies and successful pursuit of opportunities within Homeland Security.
  • Strong written and oral communications skills; successful proposal writing experience a plus
  • Direct experience leading the capture of multiple small ($5M) to mid-scaled ($25M) deals within the federal market
  • Desire to succeed in a fast-paced and rapidly evolving business organization
