Responsibilities

E3 is actively looking for a self-motivated Vice President of Business Development with proven results within the federal market with expertise in the Homeland Security market, specifically within HQ (S&T, Management, CIO), USCG, United States Citizenship and Immigration Services, Federal Emergency Management Agency, U.S. Immigration and Customs Enforcement, National Protection and Programs Directorate, United States Secret Service, U.S. Customs and Border Protection, and the Transportation Security Administration.

The Vice President of Business Development will be a key driver of growth in E3’s Homeland Security portfolio and is expected to work within a dynamic team environment and will be part of a fast paced and highly collaborative business development organization.  The ideal candidate must have the initiative to identify new business opportunities within Homeland Security and work with E3’s capture team to successfully bring opportunities to closure.   If you're self-motivated, enjoy working and playing hard, and want to be part of a fast growing business then we want to hear from you.

 

The Vice President of Business Development will focus on full range of business development activities including, but not limited to, relationship building/maturation, customer influence, teaming and partnering, shaping, capture strategy, win theme and discriminator development and overall pricing strategies.  The candidate will report to the Senior Vice President of Business Development and will work closely with E3’s Senior Vice President for Homeland Security and Border Security/Law Enforcement divisions and other senior E3 leaders.  The Vice President of Business Development will lead the development and execution of a Homeland Security growth strategy, including winning new work, building relationships, and participating in industry events. 

 

Responsibilities will include: 

  • Work closely with the Account Senior Vice President and other senior leaders to identify, refine, and execute E3’s Homeland Security Account Plan Strategy.
  • Participate in achieving aggressive yearly sales (TCV) targets and build opportunity pipelines for out years.
  • Responsible for identifying and developing capture plans for key strategic contract vehicle pursuit.
  • Responsible for identifying potential opportunities, arranging meetings, initiating marketing strategies, building and strengthening E3 relationships.
  • Develop and execute effective business development/sales call plans for meetings with target clients, program managers, and industry partners.
  • Will support outreach to Homeland Security agencies, including assistance with building new partnerships and communication strategies; developing methods to expand the E3 customer base; and developing strategies to help ensure consistent, efficient, and effective solutions.
  • Prepare, present, and mature opportunities using E3’s Internal Business Development and Capture Management Processes.
  • Represent E3 at industry events.
  • Develop and maintain positive working relationships with both internal and external stakeholders, including other business development and capture team members, client executives, proposal managers, corporate infrastructure departments and program management teams to ensure effective, efficient, and integrated implementation of E3 capture strategies.
  • Assist in the development of successful pricing strategies, identifying risks, and interpreting solicitation requirements with Account Director and Proposal Managers on win themes.
  • Interface and manage teaming partners for existing relationship as well as developing potential future partners for upcoming opportunities.
  • Meet or exceed established performance goals in support of overall corporate growth and success.

Qualifications

  • BA/BS degree is required.
  • 15+ years of experience, 10 of which are preferred in the Homeland Security environment; federal contracting/business development/capture management experience is a must.
  • Must have a demonstrated/verifiable track record of proven success in the design and implementation of sound business development and capture strategies, as well as successful pursuit of opportunities within scientific and regulatory agencies.
  • Direct experience identifying and leading the capture of multiple mid ($15M+) to large scale deals ($50M+) within the federal market.
  • Experience capturing Full and Open, ID/IQ, Multiple Award, and BPA contracts and task orders.
  • Successful proposal writing experience.
  • Must have a mature and active network of contacts relevant to the market and the contractor industry that supports and operates within those markets.
  • Proven track record in building accomplished teams, developing and selling solutions, and executing strategic campaigns.
  • Experience building and maintaining high-level relationships and demonstrated ability to prospect and close new customers.
  • Desire to succeed in a fast-paced and rapidly evolving business organization.
