Responsibilities

E3 Federal Solutions seeks an experienced International Cooperation (IC) Analyst to join our team. The IC Analyst will:

  • Planning and execution of meetings and forums between senior US officials and their international counterparts, including preparing agendas, background briefings, coordination papers, decision papers and other information pertinent to the topics for discussion.
  • Coordinating with the ICD USD (AT&L) on the development of Memorandum of Understanding (MOU), Project Arrangements, and Designated Disclosure Authority Letters (DDL). In addition, providing support for exchanging information, drafting project arrangements, and equipment material transfer agreements on the International Cooperation policies and procedures matters for U.S. delegate.
  • Writing country papers that address science and technology capabilities within India and Australia as well as delineating the relationship between their science and technology community and the United States
  • Supporting OASD(R&E) at meetings, workshops, and forums to explore avenues for mutually beneficial and cooperative science and technology with allies and partners, including the U.S.-India Joint Technical Group (JTG)
  • Coordinating and overseeing joint tasks between OASD(R&E) and the International Cooperation Directorate (ICD) for the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L))
  • Facilitate interagency and multilateral agreements between the Government and governmental and non-governmental agencies in the Asia-Pacific region.
  • In addition, serve as a liaison between members of USD (AT&L) and international representatives including—but is not limited to—Indian contacts associated with the DTTI as well foreign nationals involved in Australia efforts both in country and at their respective embassies.

Background:  International Cooperation Analysis includes advising and assisting oversight of cooperative programs in science and technology between the U.S. Department of Defense and all international allies and coalition partners. Additional support includes providing consultation services on acquisition life cycle processes with emphasis on integration of efforts across the military needs, acquisition/technology development and PPBE processes for DoD science and technology investment strategies. Contractor shall provide expertise in NATO, TTCP, DTTI, and other allied and coalition operations, and general international experience. Contractor shall support all OASD(R&E) international efforts including NATO, TTCP, DTTI, and other international engagements as applicable.

Qualifications

Experience:  A minimum of five (5) years’ of experience. Working knowledge of international armaments cooperation and DoD science and technology is highly preferred.  Knowledge of DoD PPBE process and DoD organization and structure is preferred.

Education:  A bachelor’s degree from an accredited college or university in science, technology, engineering, or mathematics is highly preferred.  Graduate degree in science, technology, engineering, or mathematics is preferred.  At the discretion of the Government, seven (7) years specialized experience which includes military experience may be substituted in lieu of specific educational requirements.
