Responsibilities

E3 is currently seeking a Senior Financial Analyst to support all phase of the Planning, Programming, Budgeting, and Execution (PPBE) process within the Office of the Secretary of Defense Research and Engineering community.  Specific tasks will include:

  • Assist in the development of the Program Objective Memorandum (POM) and Budget Estimate Submission (BES).
  • Conduct analysis on financial and budgetary trends impacting the office.
  • Assist in developing and monitoring metrics to track the effectiveness and progress of programs.
  • Monitor program execution to ensure alignment with DoD Comptroller Obligation and Expenditure benchmarks.
  • Prepare various documents and briefings for review and use by senior DoD leaders.
  • Assist in the development of required DoD PPBE process documentation, including RDT&E Descriptive Summaries, Budget Issue Papers, and Program Decision Memorandums.
  • Assist in identifying efficiencies and process improvements to enhance mission and cost effectiveness.

Qualifications

  • Minimum of 10 years' recent and relevant experience.
  • Bachelor's degree in business management, finance, or accounting is preferred.
  • Knowledge of DoD PPBE process, DoD acquistion/budget process and procedures, and DoD organization and structure (particularly within the Research and Development communities of the Services and Combatant Commands).
  • Top Secret clearance required.
