E3 is seeking a Construction Project Manager to support CBP/U.S. Border Patrol.  In this position, the ideal candidate will have a strong knowledge of construction project management activities, procedures, processes and techniques.  Successful candidate will oversee the execution of single or multiple construction and/or facility renovation projects while acting as an Owner’s Representative.

Responsibilities will include:


Located in Various States

  • Function as Owner’s representative on Border Patrol projects, occasionally in remote locations;
  • Manage the budget, schedule, scope and requirements of multiple concurrent projects. Liaise between project managers, USACE, other governmental entities, upper management and international border partners to ensure that projects align with the goals of each stakeholder;
  • Develop and manage requirement documents, such as Scopes of Work (SOWs) and Purchase Requests (PRs), and Independent Cost Estimates in conjunction with facility owners and internal stakeholders;
  • Assist government stakeholders with the creation and management of budgets and prioritization of current and future year construction project plans for the program;
  • Provide risk management baseline and manage contingency execution;
  • Monitor program funds and execute financial transactions in the government financial system;
  • Assist in responses to Congressional and Agency inquiries on major projects and issues.



  • A minimum of 8 years’ experience in performing construction project management activities, preferably in the Federal space working across Agencies;
  • Bachelor’s degree required;
  • A proven experience developing and maintaining working relationships with high level officials and technical experts;
  • Ability to conduct analytic assessments of work plans and progress reports and identify strengths and weaknesses.
  • Travel required to various project locations within southern California; frequency varies per project workload, but on average PMs perform weekly travel for project site visits.

Specialized Skills/Certifications include:

  • Must be able to obtain CBP Public Trust;
  • Current CBP Public Trust (BI), FPS Clearance or TS/SCI highly preferred
  • DHS Experience is preferred.
